Historical Overview of BLM and Public Lands Grazing in the U.S. Part 2

    Overview:  This talk is an outgrowth of research Visser did as a BLM Headquarters Range Management Specialist to support the Justice Department’s defense before the Supreme Court of the case  Public Lands Council vs. Babbitt (528 U.S. 728 (2000)) which defended “range reform” regulations that the Department of Interior promulgated in 1996.  The US Government prevailed in this case 9-0.   These regulations govern grazing administration on BLM lands and are largely still in effect today.
